§ · enterprise software companies

Best software development companies for enterprise teams. Eight firms, scored on what they publish.

Enterprise purchases clear security, procurement and legal before any code is written. We scored eight firms on the evidence those reviews ask for, read from each firm's own site on 13 October 2026, and gave every entry, ours included, a line on when not to hire it.

disclosure

Now the disclosure, because a list that hides who wrote it is an advert. Digital Heroes compiled this page and put itself in first place. The scores are our assessment against the six criteria below rather than measured performance, we did not test any competitor.

What we say about the other seven firms is taken from pages on their own websites, which we read on 13 October 2026, and none of those firms gets a link here. Nobody paid for a place, and this page carries no affiliate links. We are also the only firm here that states it holds neither a SOC 2 report nor an ISO 27001 certificate, and our entry says so.

quick answer

Pick by the first gate your purchase must pass. If security wants a SOC 2 Type II report, ELEKS, Endava and SoftServe each state one. ScienceSoft offers direct client references, N-iX dates its client relationships back to 2013, Thoughtworks suits legacy modernization and Accenture suits programs spanning many countries. Digital Heroes, first by our own placement, suits one defined system started with a two-week priced discovery.

tl;dr
  • Eight firms, from a 115-person team to one with 814,000 employees, each with a does not fit line.
  • Six criteria, stated first: security attestation, bench depth, public references, run and support, a small priced way in, and contract terms you can read before a sales call.
  • Scores use only what each firm publishes. Not found means the evidence was missing from the pages we read, which is a reason to ask rather than proof of a gap.
§ 01 · how we evaluated

Six questions an enterprise review asks before code.

Enterprise projects are rarely lost at the demo. They are lost later: when security asks for an audit report the vendor cannot share, when legal finds the code in the vendor's account, or when the one engineer who understood the system leaves. The six criteria below are the questions those reviews ask, roughly in the order they arrive.

  1. Security attestation. A SOC 2 Type II report, an ISO/IEC 27001 certificate, or both, stated on the firm's own site. 5 for both, 4 for one plus a sector certificate such as HITRUST, TISAX or ISO 13485, 3 for one alone.
  2. Bench depth. Published headcount, or where there is none, delivery countries. It decides whether a lost engineer is replaced in days or months. 5 for 10,000 people or more, 4 for 2,000 or more (or 25 countries), 3 for 500 or more, 2 for 100 or more.
  3. Public references. Named enterprise clients, how long they have stayed, or an offer to introduce you. 5 for names with dates or a reference offer, 4 for named large clients, 3 for counts without names, 2 for named smaller clients.
  4. Run and support. Managed services, tiered support or round-the-clock operations after launch. 5 when the run service sits inside an audited scope (SOC 2 or ISO/IEC 20000-1), 4 when it is offered, 3 for support on a retainer.
  5. A small, priced way in. A paid assessment, pilot or discovery you can buy before a build budget. 5 when priced on its own with a stated length, 4 when named without one, 3 when discovery is only mentioned.
  6. Contract terms in the open. Who owns the code, whose accounts hold it while it is written and what is handed over at the end, published before a sales call. 5 when all three are stated, 4 for ownership plus one other.

What we left out of the scores

  • Review-site ratings for other firms. Clutch refuses automated reads, so we could not check every firm's number on the same day.
  • Awards, other publishers' rankings and partner badges, unless the badge is a security certificate.
  • Totals. The weights belong to your procurement, and section 06 suggests three sets.
§ 02 · the ranking

Eight firms, ranked for enterprise buyers.

Read each entry for its fit, not its position. Below our own entry, we ordered the firms by how easily each would clear an enterprise review on the evidence it publishes. A firm lower down can be exactly right for you.

rank 01 · placed here by us

Digital Heroes

Headquarters at 1140 Broadway, New York, and Connaught Place, Delhi · 115 people · since 2017 · from our company page

Next to the other seven we are tiny, and we hold neither document most enterprise security teams ask for first: a SOC 2 report or an ISO 27001 certificate. Our case is how little you commit before learning whether we fit: a free half-hour call, a written scope two days later, then a two-week discovery billed separately that ends in a fixed price or advice to buy instead.

Engineering runs from Delhi and Lucknow, keeping hours that meet the New York working day, and our CTO owns the architecture. The MSA hands the project's code to you once the last invoice clears, the repositories are yours while it is written, and the people who run it after us receive runbooks and architecture notes.

The enterprise-shaped system we can show is Planivo, built in 2026: rosters across clinics and hospitals, leave passing three approvers, six scoped roles and a record of every change. Our published pricing puts $40,000 to $150,000 on a focused first version, and $250,000 to $500,000 or more on complex enterprise platforms. On Clutch we hold 5.0 from 66 verified reviews (checked 13 October 2026).

Best for: an enterprise department that wants its first module live before the wider program is approved, priced after discovery and built in accounts it controls.

Does not fit: a vendor review that demands our own SOC 2 Type II or ISO 27001 paperwork, a contract limited to US-based engineers, or a program that must start with dozens of people.

rank 02

ELEKS

Headquarters in Tallinn, Estonia · since 1991 · 2,000+ specialists · 21 offices and delivery centres · trust center and about page, read 2026-10-13

ELEKS is the only firm here that names HITRUST, the certification health buyers look for, listing HITRUST e1 beside SOC 2 Type II, ISO 27001 and ISO 9001 on its trust center; its about page adds CREST and Cyber Essentials Plus. It counts more than 120 active clients, Fortune 500 companies among them, and says its oldest client relationships have passed 20 years.

Two details matter to a program office. A client portal shows team velocity, code quality metrics, scope delivered and bottlenecks daily. And it prices work three ways: fixed price with milestone payments, time and materials with budget caps, or performance-based SLAs. PoC development and feasibility studies are on its service list.

Best for: a health, finance or energy enterprise whose vendor file needs SOC 2 Type II and HITRUST before work starts. Ask which entities and offices the SOC 2 period covers.

Does not fit: a one-off build of a few months, where the portal, SLAs and audit scope are overhead you pay for and never use.

rank 03

Endava

Endava plc, London · over 25 countries on six continents · 25 years in digital transformation · certifications, who we are, homepage and investor pages, read 2026-10-13

Endava says most plainly that its audit covers running software as well as building it. Its certifications page reports a fifth consecutive SOC 2 Type II attestation in January 2026, covering software development and its Run by Endava operations, plus ISO/IEC 20000-1 for IT service management and ISO 22301 for business continuity.

Read its ISO 27001 line closely, because it shows how scope works. Endava says about 60 percent of its legal entities held ISO 27001 at the end of June 2025, publishes the certificate for Endava UK Limited and asks buyers to request others. Its homepage lists 14 industries, payments, banking and insurance among them, and its news names Mastercard and NatWest.

Best for: a bank, payments firm or insurer that wants build and run from one supplier, both inside one audited scope.

Does not fit: teams that want to begin with a small, priced pilot they can read about first; the pages we read show no such offer and no headcount.

rank 04

SoftServe

Austin, Texas headquarters · 10,000 employees · 54 offices in 17 countries · information security, about and home pages, read 2026-10-13

SoftServe names its headquarters in the US, at 201 W 5th Street in Austin. Its about page lists SOC 2 Type 2, SOC 3, ISO 27001 and ISO 27701 for privacy, and its security page adds ISO 20000-1 for managed IT services and a security operations center that monitors around the clock.

For health data, it says it signs a Business Associate Agreement whenever it processes protected health information for a client, the HIPAA document a covered entity needs from a vendor. It names AWS Premier Tier, Premier Google Cloud Services and NVIDIA Elite partner status, and Montblanc's digital writing platform is among its client stories.

Best for: a US enterprise that wants a US headquarters, SOC 2 and ISO 27701 in one vendor file, and a partner tier on its own cloud.

Does not fit: an account that expects senior leadership in the room every week. At 10,000 people, write the named leads into the contract and ask how often they rotate.

rank 05

ScienceSoft

McKinney, Texas office · 37 years · 750+ IT professionals · enterprise page, ISO page and security page, read 2026-10-13

ScienceSoft is the most reference-ready firm on this list. Its enterprise page offers to connect buyers directly with clients in their industry, region or technology, and its security page names Deloitte, Walmart, eBay, Nestle, NASA JPL, M&T Bank and T-Mobile among 1,500 clients. It holds ISO 9001, ISO 27001 and ISO 13485.

It states 48 certified project managers and L1 to L3 application support after launch. Its security page says clients own everything they entrust to it, ideas, designs and code included, and its ISO page offers further certification documents on request for RFPs.

Best for: a mid-sized enterprise that weighs references heavily and wants ISO-certified delivery plus tiered support.

Does not fit: a review that insists on the vendor's own SOC 2 report. ScienceSoft builds client software to SOC 2 requirements, but the pages we read list ISO certificates rather than a SOC 2 attestation of its own.

rank 06

N-iX

Malta headquarters · 2,400+ engineers · 10 countries · 90+ enterprise clients · homepage and clients page, read 2026-10-13

N-iX publishes the start dates of its client relationships, which few firms do: Fluke Corporation and Currencycloud since January 2013, Lebara since December 2014 and Gogo since 2017. That is about the strongest public evidence of retention a buyer can find, because a client that stays a decade has renewed through many budget cycles.

Its contact form offers four ways in: a fixed-scope pilot, team extension, a managed service, or APEX Assess, a paid review of AI use in your engineering team that its homepage says runs two weeks inside your codebase. It states ISO 27001 and GDPR compliance and AWS Premier Tier status.

Best for: an enterprise that wants a dedicated team for years, judged on retention, starting with a pilot before the team grows.

Does not fit: a security review that needs a SOC 2 report; the pages we read state ISO 27001 and no SOC 2.

rank 07

Thoughtworks

Founded in Chicago in 1993 · 10,000+ people · 47 offices in 18 countries · security trust portal, about, clients and home pages, read 2026-10-13

Thoughtworks fits the CIO modernizing a large legacy estate who wants internal teams to come out of it better engineers. Its client stories include BMW Group, Bayer, Saxo Bank, Spotify, Etsy and NHS England, and its site describes mainframe renewal through a collaboration with Mechanical Orchard.

Its trust portal states ISO 27001:2022 for all offices, audited by the British Standards Institution, with its three China offices certified separately; TISAX for five German offices; Cyber Essentials Plus in the UK; and an annual independent penetration test. Some security documents are released only through controlled processes, so request them early.

Best for: modernization programs, mainframes included, where the engineering practice should transfer to your own staff.

Does not fit: procurement that requires a SOC 2 report or a published managed service after launch; neither appeared on the pages we read, so ask before the shortlist closes.

rank 08

Accenture

814,000 employees · 9,000+ clients in 120+ countries · offices in 49 countries and 200+ cities · company page, read 2026-10-13

Accenture is here as the benchmark for scale. Its company page counts 814,000 employees, more than 9,000 clients across more than 120 countries and over 350 ecosystem partners, and its navigation lists managed services. When one program spans many business units and countries at once, very few firms can staff it at all.

The page we read publishes no certification list, so request the attestation pack through procurement and check it covers the delivery centers your statement of work names.

Best for: multi-country transformation where strategy, systems integration, change management and long-term operation must move together.

Does not fit: one departmental system or a first module, where the governance a firm of this size brings costs more than the build itself needs.

Every figure comes from each firm's own pages, read 13 October 2026. Where a firm publishes nothing on a point, the cell says so.

§ 04 · scorecard

The scores, with the gaps left visible.

Each number follows the rule stated for its criterion in section 01. On attestation, every other firm whose pages list one outscores us; on bench depth, all seven do. Our two fives are the criteria where we publish more than anyone else: a priced way in and the contract terms.

Scores from 1 to 5 on six criteria, from evidence each firm publishes. Not found means the evidence was not on the pages we read on 13 October 2026.
Firm Attestation Bench References Run and support Way in Terms

Thoughtworks454Not foundNot foundNot found
AccentureNot found534Not foundNot found

Three scores need a word. N-iX gets 4 for its way in, because its two-week paid assessment reviews AI use rather than scoping a build, and its pilot has no published length. ScienceSoft's terms score 4: it states ownership and knowledge transfer, not whose accounts hold the code. Endava's bench is scored on its 25 countries, since we found no headcount.

§ 05 · the security review

Read the certificate, not the logo.

The vendor pages behind this list show four checks worth running on every candidate, the longest certification lists included.

A certificate covers a scope, not a brand

ScienceSoft's ISO page says its certificates show the scope, covered locations and entities, issuing body and validity. Endava says about 60 percent of its legal entities held ISO 27001 in mid 2025, and Thoughtworks certifies its China offices separately. Check that your contracting entity and named offices are inside the certificate.

A SOC 2 Type II report tests controls over time

Endava's page describes SOC 2 as an AICPA framework under which independent auditors test controls against the Trust Services Criteria: security, availability, processing integrity, confidentiality and privacy. Ask for the report period, the auditor and the systems in scope, and if the vendor will also run your system, confirm operations are covered.

The vendor's audit is not your system's security

An attestation covers how the vendor runs its own company. The system it builds for you needs its own controls in the statement of work, each with an acceptance test: sign-in through your identity provider over SAML or OIDC, roles enforced on the server, an audit log, encryption in transit and at rest, and a review against the OWASP Top 10.

Health data needs a signed agreement

If the system will hold protected health information, ask every vendor whether it will sign a Business Associate Agreement; SoftServe says it signs one whenever it processes that data for a client. To question how a team builds, not only what it is certified for, use the NIST Secure Software Development Framework.

Our own position, plainly: we hold no SOC 2 report and no ISO 27001 certificate. The controls we put into client systems are encryption in transit and at rest, row-level security in the database, an audit log and secrets kept on the server. If your review requires a vendor attestation, we are not the vendor for that contract, and the firms ranked 02 to 07 are where to look.

§ 06 · how to choose

Weight the scorecard for your own purchase.

Regulated data

Health, banking or insurance records. Attestation and support come first; a vendor without a report you can file stalls in review however good its code is.

One departmental system

A portal, an approvals tool or one module of a wider platform. The way in and the terms matter most, because the risk is a team you cannot easily leave.

A program across countries

Several business units and regions at once. Bench depth and support lead, since the program will outlast most of the people who start it.

Send one short brief to three firms. One page: the problem, the people and roles that will use the system, each system it must connect to, how staff will sign in, where the data has to stay, any compliance duty, the budget range and what success looks like after a year. Our free requirements document generator builds one.

Make the quotes comparable. Ask each firm for its hours, blended rate, exclusions, change pricing and first-year support cost. The lowest quote has often left out moving the old data or the most awkward connection. Our software quote checker works out the hourly rate hiding inside a fixed total.

Ask the four questions a weak vendor struggles with. Which project did you underestimate, and who paid the difference? Which named people will work on our system, and when can we interview them? Which system in our brief is hardest to connect to, and how would you test it before fixing the price? If we stop after month four, what do we keep?

Six contract terms to settle before signature

  • Ownership moves to you invoice by invoice, so an argument over the last bill cannot freeze everything built before it.
  • Repositories and cloud accounts are opened in your name before the first commit, and the vendor's engineers join them as members you can remove.
  • Anything the vendor owns that stays inside your system, such as an in-house framework, is listed, with a licence that never expires and moves with the code.
  • The leads you met in the pitch are written into the contract, and none of them is swapped out without notice and your agreement.
  • Leaving is priced at signature: the documents, the logins and the hours of help you get when the work moves to another team.
  • Each milestone has acceptance tests agreed before work on it begins, so sign-off turns on a test result rather than an opinion.

Once a firm is chosen, our free SOW generator drafts the statement of work from the scope you settled on. For what we build for enterprise teams, from ERP and CRM systems to portals and integrations, see our enterprise software development service, and for our entities, offices and terms, the company page.

§ 07 · questions

Eight straight answers.

What is enterprise software development?

Software built for many people across one organization, usually several departments at once: ERP, CRM and HR systems, approval workflows, customer or supplier portals and the integrations between them. What sets it apart is the weight around the code: roles, audit trails, sign-in through the company's identity provider, security reviews and a service life of many years.

What is a software enterprise?

A business whose product is software, either packaged products it licenses or custom systems it builds for clients. Every firm ranked here is the second kind: a software development enterprise selling engineering and delivery, not a product you install. The phrase is also used loosely for a large organization that runs on software, the buyer this page is for.

What does an enterprise developer do?

Most of an enterprise developer's week goes into fitting new code to systems the company already depends on: integrating with ERP, CRM and identity systems, moving data out of older ones, enforcing who may see which record, testing real business rules and keeping the system working through years of change requests. Writing a feature from nothing is the smaller share.

What are the 7 stages of SDLC?

IBM's seven phases run from planning to analysis and design, then coding and testing, then deployment, and finally maintenance. Planning often yields a requirements specification and design a design document. When comparing vendors, ask what each one hands you at the end of every phase.

What is the 40/20/40 rule in software engineering?

A rough split of project effort: about 40 percent before any code, 20 percent writing it and 40 percent after it. University of Alaska Anchorage course notes state it as only 20 percent of effort going into actual coding, and add that maintenance grows to 50 percent over a system's life. A quote that is mostly coding hours has priced the smallest part.

Who are the largest enterprise software companies?

The question mixes two kinds of company: those selling packaged enterprise products such as ERP and CRM suites, and those building custom systems. Among the builders on this page, Accenture is by far the largest, at 814,000 employees on its own count; Thoughtworks and SoftServe each state about 10,000, and N-iX and ELEKS a few thousand. Size tells you who can staff a program, not who fits yours.

Should an enterprise hire a nearshore team or a local one?

Start with what location has to achieve. If your contract or security rules require engineers in your own country, that settles it. If you need overlap, test it: ask when the team answers and who covers incidents at night. Our engineering runs from Delhi and Lucknow on hours that overlap New York; the offshore or onshore guide covers the tradeoffs.

How should we check a vendor's reviews and references?

Read the review platform itself, critical reviews included, rather than quotes on the vendor's site. Then ask for two references from a project that hit trouble, and ask what surprised them most. ScienceSoft offers client contacts by industry or region. Our credentials page lists each record and where to check it.
