§
§ · best offshore software firms

The best offshore software development companies for US teams. Eight firms, ranked by where the work happens.

Written for a US company sending its first build, or its next team, abroad. Each competitor is described only from its own website, as we read it on 17 October 2026, and each entry, ours too, names the buyer it does not suit.

§ 01 · how we ranked

Six questions on place, hours and terms. Settled before the ranking.

Much of what decides an offshore engagement is fixed before anyone writes code: whose clock the team keeps, who on which side directs the work, and what leaving the vendor will cost. So we read each firm's own site for answers to six questions before we put any of them in order.

The six questions

  1. Engineers on the map. The cities or countries where the firm says its engineers work, named on its own site. "Global delivery" with no place attached scores low.
  2. Hours shared with New York. What the firm says about overlap with a US day, and who answers an outage after that day ends.
  3. Who directs the work. Whether the firm owns delivery, with its own lead, testing and plan, or places engineers who take direction from you. Both are fair offers; the score rewards saying which one plainly.
  4. Proof you can open. Clients the firm names, or case studies you can read, published on its own site today. A wall of logos does not count.
  5. Notice, ownership and handover. How much notice ends or shrinks the engagement, who holds the code and the cloud accounts, and what the firm hands over when you go.
  6. Price on the page. An hourly rate or a project band published by the firm itself, rather than "contact us" alone.

Weighted for a US company buying offshore work for the first time, with one product and a small technical team of its own. A buyer with a large engineering department would care less about the third question and order the list differently.

disclosure

Now the disclosure, because a list that hides who wrote it is an advert. Digital Heroes compiled this page and put itself in first place. The scores are our assessment against the six criteria above rather than measured performance, we did not test any competitor. Nobody bought a place here, nothing on the page earns a referral fee, and none of the seven competitors is linked.

quick answer

For a US company buying offshore work, our order is Digital Heroes, Full Scale, KMS Technology, Sigma Software, STX Next, Gorilla Logic, Netguru and Andela. Full Scale publishes its rate and exit terms but leaves management to you; KMS pairs Vietnam with a US office in Atlanta; Sigma runs Ukraine and Poland with four US offices; STX Next suits Python and data work; Gorilla Logic works your hours from Latin America; Netguru fits commerce; Andela places AI engineers.

§ 02 · the ranking

Eight offshore software firms, in our order.

Each entry opens with where the engineers sit and the US address, if the firm gives one. Then comes what it sells, the proof on its own site, the buyer it suits and the buyer it does not.

pick 01 · our own entry

Digital Heroes

Headquarters in New York and Delhi, both staffed; engineering from Delhi and Lucknow, with some of its mobile engineers in Sydney; a London client services office · founded 2017 · fixed bid, dedicated team or staff augmentation

We put ourselves first for the buyer this page has in mind: a US company that wants one firm to answer for the build, with a New York office it can call. Engineering in Delhi and Lucknow keeps hours set toward New York's. At 1140 Broadway, our New York office has leadership and account directors but no engineers, and during New York business hours, 9 AM to 6 PM Eastern, it replies the same day.

A build is a fixed bid after a paid two-week discovery; we also staff dedicated teams, and engineers who pass your interview and work inside your own sprints. Whichever you choose, you own and pay for the repositories and cloud accounts from the start, and ownership of the code, designs and other work made for your project passes to you on full payment.

Once build sprints begin, we bill for no week that ends without a recorded demo of working code. Our weak point on these criteria is the clock: Delhi is 9.5 hours ahead of New York in summer and 10.5 in winter, so live overlap depends on our engineers keeping shifted hours, and we publish no hourly rate.

What we can show: Planivo, the staff rostering platform we built end to end in 2026 for clinics and hospitals; SpeedyPrint, a web-to-print shop in South Africa whose customers design their prints in the browser; and the AirTrainr mobile apps for athletes and their trainers. We also built this site's live chat assistant.

Our Clutch profile shows 5.0 from 66 verified reviews (checked 13 October 2026). How a sprint runs between Delhi and New York is set out on our agile offshore development page.

Fits: a US company with one product to build or rebuild that wants a fixed scope, an Eastern Time office to escalate to, and its code in accounts it controls.

Does not fit: any contract that needs the whole engineering team on US soil; teams after the lowest hourly rate for engineers they will manage themselves, where Full Scale publishes a price and we do not; and work smaller than one senior engineer plus a designer.

pick 02

Full Scale

Headquarters in Overland Park, Kansas; development office in Cebu City, Philippines · serving clients since 2018 · engineers you manage, from $35 an hour

The plainest terms on this list, published where anyone can read them before a call. Full Scale hires only in the Philippines, employs the engineers through its local company, and places them full time on your team: they attend your standups, push to your repository and report to your engineering lead. Its site gives a starting rate of $35 an hour, fully loaded, with no recruiting fee.

For the exit, it offers a two-week money-back guarantee, then month to month, with 30 days' notice to add or release an engineer. You interview every candidate, and the firm says fewer than 3 percent of applicants clear its screening. Engineers work a mid-shift that gives 3 to 4 hours of live overlap with US business hours. Named clients include AMC Theatres, SOTA Cloud and AG Mednet.

Fits: a US software company with its own engineering lead that wants to add Philippine engineers one at a time and keep them for years.

Does not fit: a company with no one in-house to direct the work, since day-to-day management stays with you, or anyone wanting a fixed price for a finished product. Its own FAQ draws that line: it staffs teams, and leaves selling projects to dev shops.

pick 03

KMS Technology

US office in Atlanta; others in Ho Chi Minh City and Da Nang, Guadalajara and Warsaw · founded 2009 · product engineering, testing and modernization

KMS began in 2009 as a US services company and opened its first delivery hub in Ho Chi Minh City, later adding Da Nang. Buying Software Allies launched its nearshore delivery in Mexico, where its office is in Guadalajara, and buying Addepto, an AI and data firm, gave it KMS Poland, based in Warsaw. One contract can mix Vietnam's rates with Mexico's hours. Its about page counts more than 1,100 engineers.

Testing is a service line of its own, quality engineering and test automation, beside modernization, data engineering and technical due diligence. Private equity sits on its industry list next to logistics, healthcare and financial services. We found no published price on the pages we read.

Fits: software companies, private equity portfolio companies among them, that want a large Vietnam bench from a firm that began in the US and keeps an Atlanta office, or independent testing beside an in-house team.

Does not fit: a buyer who needs live overlap every morning from an Asia team, since Vietnam runs 11 to 12 hours ahead of New York. With five offices in four countries, get your team's city written into the statement of work.

pick 04

Sigma Software

Four US offices: Los Angeles, Bellevue, New York and San Jose · main delivery in Ukraine and Poland · founded 2002, part of Sweden's Sigma Group since 2006

The widest map on this list. Sigma Software began in Ukraine in 2002 and joined the Swedish Sigma Group four years later. Its main delivery company runs development centres in Ukraine and Poland, its history page adds development offices in Hungary, Bulgaria, the Czech Republic, Uzbekistan, Portugal, Canada, Brazil and Colombia, and its about page counts sales and development offices in 22 countries.

For a US buyer that means a choice of clocks, from Poland six hours ahead of New York to Colombia within an hour of it. Its longest named relationship is with Formpipe, whose enterprise content management products Sigma has built and supported for more than 15 years.

Fits: mid-sized and larger buyers that want European engineering, a US office for the account, and room to move work between countries.

Does not fit: a small first build that wants one office and one time zone. With delivery spread across ten countries, write the team's location into the contract before work starts.

pick 05

STX Next

Delivery centres in Poznań, Poland and Merida, Mexico; offices also in Gliwice, Poland, London, Eschborn and Houston · founded 2005 · Python, data and AI

A Python firm for more than twenty years, now aimed at data platforms and AI for industrial and financial companies: manufacturing, oil and gas, energy, insurance, financial services and private equity. Its portfolio names Mattioli Woods, Permira, Paradox Interactive and Hartford Consulting among its clients.

Two habits stand out on its about page. The same senior engineer owns your system from the first call until it goes live, and in more than 70 percent of its discoveries the brief becomes a prototype on your real data before you commit a budget. The Merida centre puts part of the team two hours or less behind New York.

Fits: insurers, lenders, investment firms and industrial operators with a data or automation problem that suits Python.

Does not fit: a consumer app or an online store, since its home and about pages are written for industrial and financial firms and a retail brand would sit outside both.

pick 06 · nearshore

Gorilla Logic

Engineers mainly in Costa Rica and Colombia · more than 20 years in product engineering · three ways to engage

The nearshore entry, here because plenty of US buyers who search for offshore help are better served inside their own day. Gorilla Logic's engineers work principally from Costa Rica and Colombia. Its own chart puts them on 8 AM to 5 PM against a 9 to 6 Eastern day, and Colombia keeps no daylight saving time.

It sells three shapes: senior engineers embedded under your direction within one to two weeks, a pod with a lead, UX, QA and DevOps that owns a product at a monthly rate within three to four weeks, and several pods run as one program within four to eight weeks. It reports an average client tenure of 8.5 years.

Fits: US product teams that want live collaboration all day and can pay Latin American rates for it.

Does not fit: a buyer chasing Asian rates; Accelerance's 2026 bands put senior Latin American engineers at $60 to $75 an hour against $31 to $41 in Asia. No US office is named on the pages we read.

pick 07

Netguru

Founded 2008 in Poznań; addresses in Poznań, Warsaw, Wrocław and Gdańsk · digital commerce, marketplaces and B2B

Netguru has narrowed its pitch to digital commerce: marketplaces, B2B portals and retail, with design, commerce engineering, AI personalization and round-the-clock operations. Its case list includes on-demand iOS, Android and Python help for Delivery Hero, a team extension for the carrier integrations behind Vinted GO, and the system architecture for Żabka's autonomous stores.

It works either way round, as a whole product team or as extra people inside yours. Its site data lists four offices, all in Poland and six hours ahead of New York, though its home page claims a worldwide footprint, so ask where the engineers on your team will sit.

Fits: marketplace and retail companies that want commerce engineers and designers who have worked on large European platforms.

Does not fit: internal tools, back-office systems or anything outside commerce, which its home page does not offer, and buyers who want a US office, since none appears in its site data.

pick 08 · a network

Andela

Fully remote network, started in Lagos · AI engineers placed in your team, or a managed team

Andela began by hiring six engineers in Lagos, grew through Nairobi, Kampala and Egypt, and now runs fully remote. It bought Codewars and Qualified.io and now sells itself as the people behind AI work: engineers who join your team, or a fully managed team. By its own count, more than 650 organizations have built with it.

Its GitHub case shows the managed side: a 56-person support engineering team in four squads, each with its own lead, working inside GitHub's tools to clear a ticket backlog.

Fits: large companies that run their own engineering process and need AI, data or cloud engineers placed fast.

Does not fit: a company buying its first product build at a fixed price. Andela supplies people and teams, the product plan stays with you, and the pages we read name no office you could visit.

We read eleven firms for this page and ranked eight; section 07 names the other three and the reason for each.

§ 03 · side by side

Where each firm's engineers sit. And what it will tell you up front.

Every cell comes from the firm's own website. A blank price column is not a criticism of the work; it means the first number arrives on a sales call, so ask for it in writing.

§ 04 · the clock and the rate

Hours ahead of New York. And what an hour costs there.

Offshore savings and offshore friction come from the same number: the gap between your clock and the team's. The table sets each region on this list beside its offset from New York, the hours two ordinary 9 to 6 days actually share, and the hourly bands from Accelerance's survey of 60 development partners, published 24 November 2025.

Time offset from New York, shared working hours and Accelerance 2026 hourly bands for each delivery region on this list

Costa Rica and MexicoGorilla Logic, KMS Technology, STX Next1 / 2 hours behind7 to 8 hoursLatin America band

Offsets from the IANA time zone database. For a few weeks each March and late October, Europe and the US change their clocks on different dates, so the gap to Poland and Ukraine is an hour shorter. Andela's network is spread too widely to place in one row.

Read the shared hours first. From India, Vietnam or the Philippines no ordinary working day touches New York's, so every live meeting depends on someone keeping shifted hours. Ask which side shifts, and by how much. Full Scale says its engineers work a mid-shift for 3 to 4 hours of overlap. Our Delhi and Lucknow engineers keep hours that face New York, and the New York office covers the Eastern day.

Then read the rate column with care. On Accelerance's bands a senior engineer costs about twice as much an hour in Europe or Latin America as in Asia, while the junior bands sit much closer together. Accelerance itself tells buyers to judge outcomes rather than hourly rates, because rework and delay arrive after the invoice. Our offshore development cost calculator runs the same hours through every band so you compare totals.

§ 05 · who directs the work

Three ways to buy offshore work. One question picks between them.

Before you compare firms, name the person on your side who will review the code each week. If that person exists, you can buy engineers and direct them yourself. If not, buy a firm that directs its own work, and judge it on what it shows you.

the firm owns delivery

You agree an outcome

Digital Heroes on a fixed bid, Gorilla Logic's pods, STX Next, Sigma Software and KMS Technology. The firm supplies the lead, the testing and the plan, and answers when a date slips. Check how changes are priced and what you are shown each week.

engineers you direct

You run the sprint

Full Scale, Gorilla Logic's embedded engineers, Netguru's team extension and our own staff augmentation. The people work in your repository and your rituals while the vendor handles hiring, pay and replacement. It is the cheapest way to add capacity, and the costliest without a lead to point it.

a network

You hire from a pool

Andela. Vetted people drawn from a large pool and matched to roles. Strong for adding a scarce skill, such as AI engineering, to a team that already runs well; weak as a stand-in for a team that does not exist yet.

The usual mismatch is buying the second kind while expecting the first. Engineers arrive, nobody on your side sets priorities or reads their pull requests, and the drift gets blamed on distance. If you have no technical lead yet, our page on hiring a software house lists what one should deliver and six questions to put to it before you sign.

§ 06 · how to choose

Weigh the shortlist. Then pay for one fortnight.

Send the same one-page brief to two or three firms: the product, who uses it, the systems it touches, your budget band and the person who will direct the work. Mark every reply from one to five against each row, multiply by the weight, and note the evidence beside each score so the decision survives a second reader.

QuestionWeightWhat to get in writing
Hours shared with New York20%The local hours your engineers will keep, and who covers an incident after your day ends
Who directs the work20%The named lead on their side, or the named person on yours, and who signs off each sprint
Notice, ownership and handover20%The notice period, repositories and cloud accounts registered to your company, and a handover list that counts as a deliverable
Engineers on the map15%The city each engineer works from, and whether each one is an employee or a subcontractor
Proof you can open15%A product in production that the firm built, and a client you choose to call rather than one it offers
Price on the page10%The rate or band, with every exclusion listed beside it

The paid fortnight

Before a long contract, pay one or two finalists for two weeks of real work on a small slice. Full Scale's money-back guarantee covers its first two weeks. Our discovery runs two weeks, is billed separately, and finishes with either a fixed build price or our advice to buy a product that already does the job.

By day ten you should be able to point to code in your repository, questions asked inside your working hours, and one demo. A firm that cannot show those three in a fortnight will not show them in a quarter.

Five questions for the first call

  1. At 10 AM Eastern, who on my team is online, and what time is it where they are?
  2. Who reviews the code before I see it, and is that person billed to me?
  3. If an engineer leaves, how much notice do I get, and who chooses the replacement?
  4. Which part of my brief did you leave out of the price?
  5. Show me one handover from your team to another. What did it include?

Without a brief, start with the free requirements document generator, which drafts one in your browser. When quotes come back, the software quote checker shows the hourly rate hidden in each total, so you can set it beside the bands in section 04.

§ 07 · what we left out

Three firms we read and did not rank.

Leaving a firm off says nothing about its engineering. Each of these failed one of our questions on the day we read its site, or is in the middle of a change a buyer should wait out.

Nagarro

Its home page announces a business combination agreement with Persistent to form a single group. Until the combined firm's contracts settle, a multi-year commitment is a bet on terms nobody can show you yet.

NashTech

Headquartered in the UK, with engineering it describes as spread across Europe, Asia and the Americas. The page we read named no delivery country, which our first question needs.

Simform

The pages we read describe its services and its AI accelerators at length, but give no office or delivery city. Ask it directly if it is on your list.

§ 08 · cost

What a build costs with us. And the lines a rate card hides.

We price builds rather than hours. A focused first version of custom software typically costs $40,000 to $150,000, a SaaS MVP $30,000 to $80,000, and a complex enterprise platform $250,000 to $500,000 or more, depending on scope, integrations, security and data migration. The fixed figure follows the two-week discovery, which is priced separately.

Going offshore adds four costs that never appear on an hourly rate:

  • Your own time. Someone on your side answers questions and accepts work every week. A question sent at 4 PM Eastern in October lands at 1:30 AM in Delhi.
  • Onboarding. Full Scale, for one, plans on about two weeks before a new engineer is at home in a codebase. Budget the same for any vendor.
  • Rework. A specification that travels badly gets built twice. Written acceptance criteria for each feature cost less than the second build.
  • The exit. Notice periods and handover are paid time. Price them before you sign, while the vendor still wants the work.

For the full breakdown, read our custom software development cost guide. For what our Delhi headquarters builds and how the India side is contracted, see custom software development in India.

§ 09 · questions

Questions from buyers going offshore.

What are the top 10 offshore companies?

No neutral top 10 exists, because the question mixes different businesses: firms that build software, firms that place engineers, and networks that match people to roles. Ranked for a US buyer on six stated criteria, our list has eight: Digital Heroes, Full Scale, KMS Technology, Sigma Software, STX Next, Gorilla Logic, Netguru and Andela. Section 07 names three firms we read and left off, with the reason for each.

Who are the best offshore software development partners for SaaS startups in 2026?

That turns on whether the startup has a technical founder. With one, Full Scale's embedded engineers or Gorilla Logic's nearshore engineers add capacity the founder can direct. A founder without that background is better off with a firm that runs delivery itself and demonstrates working software weekly. A SaaS MVP with us typically costs $30,000 to $80,000, priced as a fixed bid after a two-week discovery.

How do I find good offshore developers?

Start from the job, not the country. Write one page on what you are building and who will direct the engineers, then shortlist three firms whose own sites name where their engineers sit and how they price. Interview the actual engineers rather than the sales lead, open one live product each firm built, and pay for a short trial before you sign anything long.

Is nearshore better than offshore for a US company?

Nearshore buys hours; offshore buys rate. Ordinary working days in Colombia or Mexico share seven to nine hours with New York's, while those in India or the Philippines share none. Accelerance's 2026 bands put senior Latin American engineers at $60 to $75 an hour and senior Asian engineers at $31 to $41. Choose nearshore when the work needs live decisions all day.

How much do offshore developers cost per hour?

In Accelerance's survey of 60 development partners, published in November 2025, junior developers cost $24 to $31 an hour in Asia, $31 to $39 in Europe and $33 to $45 in Latin America; seniors cost $31 to $41, $64 to $76 and $60 to $75. Of the eight firms here, only Full Scale prints an hourly rate on the pages we read: from $35, fully loaded. Compare totals for one written scope rather than rates.

Is staff augmentation the same as offshore software development?

Not quite, though many firms sell both. Staff augmentation places engineers in your team under your direction, so the plan and the result stay yours. Managed offshore development means the firm owns delivery against a written scope. Full Scale calls itself an offshore development company that works through staff augmentation, which is honest labelling. Ask every firm which of the two its contract describes.

What should an offshore software contract include?

Five things, in writing: where each engineer works and the hours they keep, who owns the code and when it passes to you, repositories and cloud accounts your company owns, the notice period for adding or removing people, and a handover list treated as a deliverable. Our MSA transfers the code, designs and assets made specifically for your project to you on full payment; libraries we had before your project stay ours.

§ 10 · score us too

Test us against your shortlist.

A first call costs nothing and runs 30 minutes. If we are a fit for the work, you will have a written scope and quote within 48 hours, to score on the same six rows as the other replies. If Full Scale or Gorilla Logic suits your team better, the scorecard will say so.
