What the off-the-shelf products actually do well
Forty managers open the same workbook every Thursday, drag coloured blocks across a seven day grid and export a portable document to pin on a corkboard. If that is your process, the first honest answer is that a subscription probably fixes it, so start with what the market already sells.

If you can live inside their model, they will carry a large operation, and Legion in particular does demand-driven scheduling well.
So here is the plain version. If you run ten sites in one state with no collective bargaining agreement and federal overtime is the only rule that bites, buy the cheap tool and spend the difference on managers. A build at that scale is a vanity purchase, and the tool will be live in a fortnight rather than a quarter.
Where they stop: two managers, one worker, forty hours
Two workflows break these products, and both are about a rule the software cannot see.
The first is shared labour. A reliable part-timer works your downtown store, your mall store and the warehouse. Each manager sees only their own board and each schedules her for twenty-two hours. She crosses forty on Saturday, and the warehouse shift that pushed her over is entirely at time and a half. Multi-location tiers usually sum hours after the fact for a report. The moment that matters is the moment of assignment, and almost nothing warns the third manager then.
The second is rule combination. A manager in Portland schedules a closer at 11pm and the same person to open at 6am. Oregon's scheduling law requires ten hours between shifts and pays a premium at one and a half times the rate when it is not given, unless the employee requested it in writing. Layer that against California meal period rules, where a missed or late meal period owes one hour of pay at the regular rate, New York spread of hours pay when the workday spans more than ten hours, a fourteen day advance notice requirement in the fair workweek cities, a collective bargaining agreement giving senior employees first refusal on open shifts, and federal child labour limits capping a fifteen year old at three hours on a school day.
Generic rule libraries express some of that. The failure is not a refusal, it is silence: the combination is ignored and the schedule publishes clean. A silent miss is worse than no tool, because now you trust it, and the first evidence is a claim.
The arithmetic: per-employee pricing against a build
This category prices per employee per month rather than per manager, which is what makes the maths turn at a specific headcount rather than at a specific complexity.
Take your own quote and multiply by everyone on the roster, not everyone who logs in. Seasonal peaks matter here, because most contracts bill on a committed headcount rather than on active users in February.
Worked shape. Suppose the enterprise tier you are being shown lands at $9 per employee per month with a compliance module and time and attendance included. At 1,200 hourly employees that is $129,600 a year. At 3,000 it is $324,000. Add the implementation fee in year one and the professional services days every time you enter a new state.
Against that, a focused first release sits at $60,000 to $130,000 once. The crossover is close to 1,200 hourly employees, or three jurisdictions with distinct premium rules, whichever you reach first. Below either, buy without hesitating, because a rules engine you do not need is an expensive way to schedule a single state.
Above them, the licence is not the deciding number. Preventable premium pay is. Count last quarter's overtime hours that crossed forty only because two managers could not see each other, and price the difference between base and time and a half. In a shared-labour operation that figure alone usually exceeds the subscription.
What a custom build actually costs

- Integration sprawl across three or more systems. A human resources (HR) system, a time clock, payroll and a demand source such as a point of sale, an electronic medical record or a warehouse system. Once four systems hold one shift, someone reformats files for a living and payroll pays for the errors.
Not on the list: dislike of the interface. Managers complain about every scheduling tool ever built, and that complaint is not a business case. Fix the manager training first and see whether the objection survives a month.
How to decide in a week
Pull last quarter's payroll register and split premium pay into two buckets. Bucket one is premium you intended, meaning genuine coverage decisions. Bucket two is premium that was preventable at the moment of assignment: overtime created by a second manager, meal premiums from a late break, rest premiums from a closing and opening pair. Getting to those two numbers takes a competent analyst about two days.
If bucket two is small, your process is working and a subscription is the right purchase. If bucket two is a meaningful fraction of your labour variance, you now have the build case expressed in dollars per quarter rather than in frustration.
Second half of the test: ask two vendors how they would encode a fourteen day advance notice requirement together with a seniority bidding clause and a minor's school night cap on one roster. Watch whether the answer is a data model or a support ticket.

Is UKG or Legion enough instead of building?
Often yes, and both deserve a serious look before any build. They carry deep compliance libraries and demand-driven scheduling that a first custom release will not match. The question to press them on is whether your specific combination of jurisdictions and contract clauses can be expressed in configuration or lands on a roadmap. If the honest answer is a roadmap, you are buying a promise rather than a product.
How do we migrate off Excel without a payroll disaster?
Run parallel for one or two pay periods, importing rosters, availability, seniority dates and enough historical hours that forecasting has something to learn from. Cut over one region or one site type at a time rather than the whole network, and keep the old workbooks as reference until the variance reports are trusted. Nothing about payroll timing needs to change during the transition.
Who owns the code and the historical hours data?
You should own the source, the data model and your history, and be able to host it yourself. Ownership is the main structural advantage over a subscription, so a build that locks you into one vendor's hosting has recreated the problem you left.
