Two costs hide in plain sight. The first is single sign on and role design. A simple way to decide
Buy a paid discovery phase from your two strongest candidates rather than picking a proposal. Require identical output: a written specification covering the signal sources and extraction method, the feature set with an explicit statement of what is excluded and why, the routing rules mapped to your actual advising units, the role and data access design, the outcome measurement approach, and acceptance criteria.
