What the off-the-shelf products actually do well
You are not choosing between two wildland fire platforms, because there is no dominant one. You are choosing between a stack of general tools and something built around the way you bill. Be fair to the stack first, because for a lot of contractors it is still the right answer.
QuickBooks Online handles your books and will produce an invoice a federal finance section accepts, provided somebody types the right numbers into it. Fleetio is genuinely good at equipment: service intervals, inspection records, meter readings, and a maintenance history per engine or tender that survives a change of mechanic. ADP Run and Gusto will run a seasonal payroll with overtime across several states without you thinking hard about it. Deputy and When I Work schedule people. Vector Solutions holds training records. Each does its job and costs a fraction of a build.
The government systems are also better than contractors give them credit for. IROC (Interagency Resource Ordering Capability) does what it was designed to do, which is let a dispatch centre order and status a resource. e-ISuite runs incident business at the incident, including the time and equipment records the finance section works from. Neither is your system and neither pretends to be. They model the agency side of the transaction, which is a design decision rather than a failing.
If you run two engines, one agreement and a bookkeeper who has filled out a thousand shift tickets, that stack plus a disciplined binder beats anything you could commission. We say this to callers most weeks and it costs us work. Software will not turn a good season into a better one at that size.
Where they stop: turning shift tickets into a proper invoice
Here is the workflow none of those tools model, and it decides whether August money lands in October or in February.
A crew boss writes an OF-297 emergency equipment shift ticket at the end of a sixteen hour shift, in weather, on carbon paper, and a government representative signs it. Those tickets, plus OF-288 emergency firefighter time reports and SF-261 crew time reports, become an OF-286 emergency equipment use invoice. The rates on that invoice must match the agreement in force on the date of the shift, which for Forest Service equipment means whatever your incident blanket purchase agreement in VIPR (Virtual Incident Procurement) says this year, not what last year's accepted invoice said.
Now the part nobody tells you at the demo. Under the Prompt Payment Act the agency's thirty day clock does not start when you submit. It starts when a proper invoice arrives, and proper invoice is defined in regulation. Miss a required element, bill against the wrong agreement line, or attach a shift ticket whose signer's printed name and position cannot be read, and your submission is not late. It is not an invoice at all, so the clock never started. You discover this in week nine when you call to ask where the money is.
QuickBooks does not know what a resource order number is. Fleetio does not know that the operator named on the ticket has to be the operator listed on the equipment inspection. And no general tool warns you, at the moment of capture, that two tickets exist for the same engine on the same date because a relief operator wrote one as well.
The arithmetic: per-seat pricing against a build at your scale
Run this with your own quotes rather than ours. Take the per-seat number on whichever operational platform you are evaluating, multiply by everyone who needs a login, and remember that your login count spikes in June and collapses in November while most contracts bill annually on peak headcount.
Worked example with the shape most contractors have. Say the quote lands at $140 per seat per month and you need a login for every crew boss, engine boss, mechanic and office person, which for a mid-sized outfit is around thirty. That is $50,400 a year before payroll fees, before accounting, before the training records tool. Three years of it is roughly $151,000 and you own nothing at the end.
Against that, the first release band below is $45,000 to $110,000 once. The crossover in this category sits close to thirty logins, or about 1,200 shift tickets a season, whichever you reach first. Below it, subscriptions win outright and you should buy. Above it the comparison stops being about licence cost, because one OF-286 kicked back on a $180,000 assignment costs more in float than a year of any subscription.
The honest caveat: a build does not remove the subscriptions. You keep paying for payroll and accounting. What it replaces is the seat count that grows with your crew list.
What a custom build actually costs

Two lines almost nobody quotes you:
- Data migration is 10 to 25 percent of the build. Open assignments have to be entered and then verified by a second person, because a mis-anchored date is a billing error rather than a typo. Historic invoices load in bulk. Expired rate schedules have to come across too, since a reopened dispute is priced on the agreement in force then.
- Year two runs 15 to 20 percent of build cost annually. That covers agreement renewals each spring, form revisions, a payroll provider change, phone operating system releases that break offline sync, and somebody reachable during a busy August.
What pushes the number up here: the count of distinct agreements and agencies, since each rate structure is its own rule set and its own test cases; multiple resource categories, because an engine, a hand crew and a falling module bill in genuinely different shapes; Service Contract Act wage determinations on some assignments; and offline reliability, which is not negotiable in this business.
What keeps it down: one resource category first. Get engines right through a full season, then add crews. And build in the off season. Call us in July and we will tell you to wait until October.
The four situations where building wins
Four conditions move a contractor across the line. You probably recognise at least one.
- Regulatory fit. Qualification currency under NWCG PMS 310-1, records in IQS or IQCS, the work and rest ratio and fourteen day assignment limits, equipment inspection status, active SAM.gov registration, and submission through the Invoice Processing Platform. Those are not separate problems. They are one dataset that decides whether you get ordered and whether you get paid, and no product on the market holds all of it.
- Scale economics. Above roughly thirty logins the per-seat maths turns against you every year, and it turns further against you every time you add a crew.
- A workflow that is your competitive advantage. The per-line variance table is the example. When an agency pays a different amount than you billed, a table you can send resolves the dispute. A variance you can only describe does not. Contractors who can produce that table get paid faster than contractors who cannot, and no generic tool produces it.
- Integration sprawl across three or more systems. Once accounting, fleet, payroll, training records and a season spreadsheet all hold a piece of the same shift, somebody is retyping for a living and the copies disagree.
One condition that is not on the list: volume alone. Eight hundred identical engine assignments through one agreement is exactly what a spreadsheet and a good bookkeeper handle well.
How to decide in a week
Run this test rather than taking a demo. Pull your five slowest-paid invoices from last season. For each one, write down the exact reason payment was delayed and the date you discovered the reason. Then write down which system would have caught it at capture. If four of the five would have been caught at the moment a crew boss wrote the ticket, you have a build case with a number attached. If they were caused by an agency backlog you cannot influence, you do not, and no software will change that.
Then price the alternative properly. Ask two vendors for a quote based on peak season logins rather than your winter headcount, and ask specifically what happens to a device with no signal for nine days.

As a contractor you do not license either one. You interact with them through paper handed across a table in camp and through whatever the incident business advisor tells you, which is exactly why your own records matter.
Can we keep QuickBooks and still build a custom system?
Yes, and you almost certainly should. Rebuilding accounting is money burned. The sensible pattern is that your custom system owns assignments, shift tickets, crew time and agreement rates, then pushes a finished invoice and a journal entry into QuickBooks. Ask any developer how they handle a credit note when an agency pays a different amount, because that reconciliation is where badly designed integrations fall apart.
What counts as a proper invoice under the Prompt Payment Act?
The regulation lists the elements a submission must contain before the agency's payment clock starts, including identification of the contract, the goods or services, the amount and supporting documentation the agreement requires. If any required element is missing, the agency is not late paying you because your document never became an invoice. Most contractors discover this weeks after submission, when the interest they expected never accrued.
How long before crews are actually using a new system?
Plan on the first release shipping in ten to fourteen weeks, then a training window before mobilization. Adoption is decided by the shift ticket screen and nothing else. If a tired engine boss needs more than about ninety seconds and cannot complete it with gloves on, crews revert to carbon paper and you end up with two incomplete records instead of one complete one.
What happens if an agreement is renewed at new rates during the build?
Nothing, if the system was designed correctly. Agreements should be structured records with rate lines, conditions and effective dates, so an invoice is always calculated from the agreement in force on the date of the shift. A single rate field on a resource type means your historic invoices stop reproducing the first time a renewal lands, which is the moment a dispute becomes unwinnable.
Should we start the project before or after fire season?
After. Start in October and you get design, build and a training window before mobilization. Start in June and you get a half adopted system during the busiest month of your year, which is worse than the paper process you already trust. We turn work away in July for this reason, and any firm that agrees to a summer start without arguing has not delivered in this industry.
Can the software work with no cell signal for nine days?
It has to, and this is the question that sorts developers quickly. Cached data is the easy half. Ask the harder follow up: what happens when two crew bosses on the same engine both create a ticket for the same date while disconnected. A developer who has built for genuinely disconnected work will describe the conflict resolution and then ask you which record should win.
How do we stop duplicate shift tickets for the same shift?
Detect them at capture on resource plus date plus incident, and surface the clash on the device before either record syncs. Duplicates usually come from a relief operator writing a second ticket in good faith, so the fix is visibility rather than discipline. Catching it in camp costs a thirty second conversation. Catching it in reconciliation costs a rejected invoice and a phone call to a finance section that has moved on.
Is it worth building if we only run three engines?
No. At three resources under one agreement, the owner personally sees every ticket, the binder works, and there is no leak large enough to justify the cost or the distraction. Spend the money on a second bookkeeper day per week and on getting your inspection and qualification renewals scheduled in March. Come back to this decision when you cross about eight fielded resources.
Who owns the code and the season data if we pay a firm to build it?
You should own the repository, the cloud accounts and the unrestricted right to hire another firm, settled in writing before kickoff rather than at handover.
