Where they stop: the argument is always about the difference
An agent issues a proforma disbursement account for a bulk carrier calling to load. Pilotage in and out, two tugs, mooring gangs, tonnage and berth dues, garbage, the agency fee, a contingency. The principal transfers funds. The vessel arrives, the berth is occupied for eleven hours, the pilot orders a third tug because of wind, the port applies an extended stay charge on a scale nobody outside the port authority fully understands, and a launch boat is used twice for crew documents. The final account arrives well above the proforma. The principal's port cost controller queries it, the agent explains it in an email, and two months later the same conversation happens on a different call at the same port.
Neither side is being unreasonable. The costs were genuinely incurred and the controller genuinely cannot approve a variance they cannot verify. The problem is structural. The proforma was built from a template copied from the last similar call, the tariff behind it is a document the port authority revised in January, and the final account is a stack of supplier invoices in three currencies with no line-level link back to what was estimated. There is nothing to compare, so it becomes a negotiation about trust.
Two other things generic products handle badly. Tariffs, because port charges are formulas rather than rates: tonnage dues on gross or net tonnage with a scale, pilotage by length overall and draught with a night or weekend factor, towage by bollard pull and duration with a minimum. If a system stores a single amount per service, it will be wrong within a year of the first revision and every historical reconciliation will silently change with it.
And client money. Funds in advance sit in your account and belong to the principal. Every call has its own position: received, disbursed, remaining, and a balance to return or carry, across currencies whose rates move between receipt and settlement. Run that in a general accounting package and reporting the position per principal per call becomes reconstruction rather than a query. Underfunding discovered at the quay is an operational failure, because a supplier who has not been paid does not attend.
The arithmetic: cost per port call versus a build
Price both paths per call, then price the thing that actually decides it.
Take an agency handling 900 calls a year. Agency system licences for 25 users at $95 a month is $28,500. Add half a disbursement clerk at $45,000 fully loaded, so $22,500. That is $51,000, or about $57 a call.
The build side is flat. A $300,000 phased platform amortised over five years is $60,000, support at 15 to 20 percent adds around $51,000, so roughly $111,000 a year. At 900 calls that is $123 each, and it only reaches $57 near 1,950 calls. On licence cost alone, that is a long way off for most agencies.
So use the number that matters. Take your last fifty final accounts and add up every line you conceded, wrote off or absorbed because you could not evidence it, then divide by fifty. That is your write-off per call, and unrecovered variance is the largest silent cost in ship agency. Divide $111,000 by it and you have the call volume at which the build pays for itself. At $120 a call that is about 925 calls. At $250 a call it is 450.
If you are a shipping line rather than an agent, run the same test with your agents' variances in place of your write-offs. Your build is about recomputing what should have been charged from the tariff and challenging it consistently across many agents.

The Facilitation of International Maritime Traffic Convention standardised the declarations as the FAL forms, covering the general declaration, cargo, ship's stores, crew effects, crew and passenger lists and dangerous goods, and mandatory electronic exchange through a maritime single window took effect on 1 January 2024. The European Maritime Single Window environment under Regulation 2019/1239 applies to calls at member state ports from 15 August 2025. In United States waters the notice of arrival goes to the National Vessel Movement Center 96 hours ahead on voyages of 96 hours or more. Vessel and voyage data entered once, feeding every filing correctly, is a build outcome.
- Scale economics. Divide your annual build cost by your write-off per call. Most multi-port agencies cross that line somewhere between 450 and 950 calls a year, far earlier than the licence comparison suggests.
- A workflow that is your competitive advantage. Your tariff knowledge is why you are worth appointing, and in most agencies it is entirely undocumented. Modelled as versioned rules, a junior agent produces a proforma of the same quality as the veteran, and the veteran stops being a single point of failure.
- Integration sprawl across three or more systems. An accounting package holding client money, an email system holding the coordination, a single window portal, supplier portals for pilotage and towage bookings, and each principal's own reporting format. Once four systems describe one call, the agent joining them is the platform.
How to decide in a week, with twenty final accounts
Monday, pull twenty final accounts from the last quarter across your busiest port. For each one, list every line where the actual differed from the estimate by more than ten percent and write the reason beside it. Sort the reasons. If most of them are the same three, those three are your specification.
Tuesday, recompute. Take five of those calls and rebuild the proforma from the port tariff that was in force on the arrival date, using the actual vessel particulars and the actual time alongside. Compare to what was invoiced. Whatever gap appears in that exercise appears on every call you handle and nobody currently sees it.
Wednesday, ask your accounts team one question: what is our funds in advance position, by principal, by call, right now. Time the answer. If it takes more than an hour, you are reconstructing client money rather than reporting it.
Thursday, put it to the shortlist. Ask each candidate to model a disbursement on a whiteboard. The right answer is a single object whose lines move through estimate, commitment and actual with a variance and a reason code, and they should ask immediately whether the funds are client money. Anyone who draws a quote and a separate invoice has built an accounting tool and has not understood that the proforma and the final account are the same thing at different times. Then hand over a real tariff with a scale and a night factor and see whether they treat it as a versioned calculation with an effective date.
Friday, put the write-off arithmetic beside the annual build cost and decide.
