Here is the fair limit of all of it. These products model an hour worked and an hour billed as two numbers that should agree. Your business is the rules that turn one into the other, and the packaged tools give you a fixed set of switches rather than your rules. That is not a defect. It is what a product is. It only becomes a problem when your rule set stops fitting inside the switches, and for a guarding company that moment has a name: the first government contract.
Where they stop: the callout at 11pm and the wage determination
An officer at a hospital post calls out at 11pm. The dispatcher fills the post, because the contract says the post is never empty, and the person who answers the phone is the officer already at 38 hours. Nobody on that call knows the account is billed at a flat rate, that this officer carries a shift differential, or that the neighbouring site has an approved overtime clause and this one does not. Time and a half goes out against a bill rate that assumed straight time. Repeat across a month of callouts and that is where a point of margin quietly leaves.
Generic scheduling optimises for coverage, because coverage is the only thing it can see. The money is not on the screen at the moment of the decision, and the spreadsheet that reveals the damage is opened at payroll close.
Then there is federal work, where the gap stops being a margin issue and becomes a compliance one. Under the Service Contract Act your contract carries a wage determination listing each job classification with its minimum monetary wage and a separate health and welfare fringe rate published by the Department of Labor. If you employ a classification that is not on the determination, you file a conformance request on Standard Form 1444, and it must go in no later than 30 days after that unlisted class is first employed. Packaged payroll modules do not model conformed classifications, health and welfare accrual by hours worked with a weekly cap, or a union step table that moves a rate on an anniversary date.
Credentials are the third gap and the most dangerous. A guard card expires on the 14th and the officer works an armed post on the 15th, 16th and 17th because the tracking lived in a spreadsheet whose owner was on leave. In New York an officer needs the eight hour pre-assignment course, sixteen hours of on the job training inside 90 days, and eight hours of annual in-service training. In California the Bureau of Security and Investigative Services issues and expires the guard card. In a product, that expiry is a date field with a reminder. It does not remove the officer from the eligible list for a post that legally requires the credential.
The arithmetic: cost per officer per month versus a build
Price both paths per officer per year using your own renewal quote, not a list price.
Take 450 officers at $14 per officer per month, which is $75,600 a year in licences. Add the controller time that the software does not do: reconciling scheduled against clocked against billed hours, building the certified payroll file, chasing service credits. Call it 40 percent of one controller at $95,000 fully loaded, so $38,000. That is $113,600, or roughly $252 per officer per year.

One condition moves the line hard. If you carry Service Contract Act or Davis-Bacon work, the crossover drops to somewhere near 200 officers, because the cost you are avoiding is not a licence fee, it is a compliance finding and the back wages that follow it.
