What the off the shelf call handling platforms do well
This is the one category where we will tell almost every reader to buy the core product and mean it without qualification. A call handling platform is a continuously operating telephony system that has to answer at three in the morning on a Sunday when a position will not launch and the center is taking calls on backup. Motorola VESTA has the deepest installed base and the longest operational history. Comtech Solacom Guardian is strong on standards conformance and text handling. Carbyne and RapidDeploy come at it from the cloud side with genuinely better caller data and mapping. Zetron is a sensible fit for smaller centers with an existing radio relationship.
What you get is not features. It is that the vendor has already survived the failures. Session Initiation Protocol call delivery across an Emergency Services IP network (ESInet), text to 911 in both the interim and native forms, position failover, recording integration, and a support contract with an escalation path your director can invoke at any hour.
Buy the ESInet as a service as well, in most cases. Owning transport infrastructure is not where a 911 authority holds an advantage. Procurement here is a real exercise, and the questions worth asking are about transfer behaviour with your specific neighbours, how the vendor exposes operational data to you, and what happens during the years when half your region is still on legacy customer premises equipment.
Where they stop: the transfer that leaves the data behind
A text conversation is running in one window. Device location is refining in a second. The caller describes a location across a boundary, so the call has to go to the neighbouring center. In a properly deployed environment described by the NENA i3 standard, that transfer carries the call and its associated data. In the environment most regions actually run, the neighbour is on a different vendor platform, one side is still bridged to legacy trunks, and what arrives is a voice path and a verbal summary. The text thread stays behind. The location history stays behind. The receiving telecommunicator starts over with a caller who has explained it twice.
Nobody owns that seam because it sits between two contracts. Each platform handles a transfer well inside its own estate, and no vendor is funded to make your specific neighbour work.
The second thing they stop short of is your geospatial data. In the i3 model the Emergency Call Routing Function resolves a location against authoritative data, which means road centerlines, site and structure address points and PSAP boundary polygons maintained by counties that have never had to make them agree with each other. Boundary gaps and overlaps that were invisible under legacy routing become routing failures. Platforms consume that data. They do not tell an addressing authority which of its 4,000 address points fail validation against your state adopted NG9-1-1 GIS data model, and they do not run the correction workflow that keeps a boundary clean over years.
The arithmetic: cost per position against a regional layer
Call handling is licensed per call taking position, usually with hardware, an annual support percentage and a per position software subscription. That cost is unavoidable and it is not the decision. The decision is what you spend on the layer around it, and that is priced per region rather than per position.
Work it this way. A single four position center in one county has no case for a custom layer at all. Your GIS is one authority, your transfers go to two neighbours you can telephone, and a spreadsheet plus your vendor reports will carry you. Spend nothing.
A regional or state authority funding twenty five PSAPs from surcharge revenue is a different arithmetic entirely. Getting comparable answer time, transfer and abandoned call data from four vendors' platforms, in one shape, on a schedule, is not a feature any of them sells, so today it is a staff position assembling spreadsheets. One analyst salary plus the consultant who assembles the annual report is already the annual cost of owning the reporting layer outright.
The crossover we see is around 8 to 12 PSAPs, or roughly 60 call taking positions under one funding authority, and it arrives earlier if the region carries more than two call handling vendors. Below that, buy the platform and stay manual. Above it, the manual work is permanent and growing.
What a custom build actually costs

Data migration and remediation is 10 to 25 percent, and in this sector the upper end is common because the remediation is not yours. Correcting county address points and boundary polygons is work performed by county addressing authorities, and occasionally you will have to fund it directly. Budget it as grant eligible remediation, not as a software line.
Year two is 15 to 20 percent of build cost annually. It buys vendor interface changes as PSAPs migrate, schema updates when your state revises its adopted data model, and continuous validation as counties re-address subdivisions. Geospatial data is never finished.
What we do not quote is a custom call handling core, because we would not build one. If a firm offers to, ask who answers the phone at 3am on a Sunday. Security posture is also real scope here: anything touching criminal justice information carries authentication, audit and retention requirements under the FBI CJIS Security Policy, and that is engineering time, not a checkbox.
The four situations where building wins
Regulatory fit. Your state has adopted a geospatial data model and a validation regime, and the dispatchable location obligations created by Kari's Law and the RAY BAUM'S Act push accuracy expectations further onto you. No product validates your counties' data against your state adopted model and assigns each failure to the authority that owns it. That workflow is nobody's roadmap and it is the single highest value thing a 911 authority can commission.
Scale economics. Past eight to twelve PSAPs under one funding authority, comparable operational reporting stops being a spreadsheet exercise and becomes a permanent staffing cost.
A workflow that is your core mission. If your busiest transfer relationship crosses a vendor boundary, a shared incident record both sides can open is the difference between a screen and a conversation. That is not a replacement for standards based transfer. It is the working layer for the years before every neighbour is on the same architecture, which in most regions is five years and counting.
Integration sprawl. Two or more call handling vendors, an ESInet provider, computer aided dispatch, a logging recorder and county geospatial systems is already six parties. Once your authority has decided what additional data a telecommunicator may see and for how long, assembling it on your terms is your integration, not a vendor feature.
How to decide in a week
Do not start with requirements. Start with one county. Run a validation pass over that county's road centerlines, address points and boundary polygons against the data model your state has adopted, and count the failures by class. Then take the two adjacent county boundaries and look for gaps and overlaps along the shared edge. That exercise costs a few days and returns a number nobody in your region currently has.
In parallel, pull your busiest transfer relationship and ask the receiving center what actually arrives with a transferred call. Not what the specification says. What appears on the screen.
If the county comes back clean and the transfer arrives complete, you do not have a build. Buy the platform, run the procurement properly, and spend your surcharge revenue on telecommunicator staffing. If a meaningful share of address points fail validation, or the transfer arrives as a voice path and a verbal summary, the error count is your business case and the geospatial pipeline is your first project.

Who owns the geospatial pipeline and the data if a vendor builds it for us?
You should own the repository, the cloud accounts, the validation rules and every derived dataset, and it belongs in the contract before kickoff. A regional authority's software routinely outlives its vendors, so ownership is what lets the next administration continue the work. At Digital Heroes the client owns everything from the first commit and the system runs in the authority's own infrastructure account.
What happens if a county refuses to correct its address data?
Software will not settle that, and any firm implying otherwise is selling you something. What the pipeline does is make the failure attributable: this many address points in this jurisdiction fail validation against the state adopted model, dated, assigned, and visible to the funding authority. Escalation then becomes a governance conversation with evidence rather than an argument between two people.
Can we start with reporting instead of geospatial validation?
You can, and some authorities do because the reporting pain is more visible at board level. Our advice is usually the reverse. Routing accuracy is the foundation, it is measurable, and a call that reaches the wrong center is a worse outcome than a late report. If reporting is genuinely your funding argument, build it first and treat validation as the next phase rather than as optional.
How long does the geospatial validation pipeline take to deliver?
Three to five months for a working pipeline with continuous validation, per county dashboards and a correction workflow that assigns errors to the addressing authority that owns them. The variable is not engineering. It is how many counties are in scope and how quickly each one will agree to receive and act on the error queue, which is a governance timeline rather than a software one.
What is the difference between an ESInet and a call handling platform?
The ESInet is the managed IP network and the core routing functions that carry an emergency call to the right center. The call handling platform is the software and hardware at the position where a telecommunicator answers it. They are usually bought from different suppliers under different contracts, and the seam between them is where a surprising amount of operational trouble lives.
Should we build our own additional data view?
Only after your authority has decided the policy. What a telecommunicator may see, from which sources, for how long, and what is retained or redacted are decisions set by state law and local policy, not by software. Once those decisions exist, assembling the sources into one pane with an access log is a bounded build. Before they exist, you would be funding an argument.
Can we build our own call handling core to save on per position licensing?
No, and we will not quote it. A call handling core carries certification, continuous operation and a support obligation measured in years, and the licence saving is trivial against the risk of a position that will not launch during a storm. Buy the platform, negotiate the per position price hard, and put custom money into the layer no vendor sells.
What happens if our neighbouring region picks a different vendor?
Assume they will, because most regions do. That is precisely the case for a shared incident and transfer record rather than waiting for the estate to converge. Capture the incident context, the text thread, the location history and the caller information in a record both sides can open, and treat it as the working layer for the mixed period rather than a permanent architecture.
How do CJIS requirements affect a custom build?
They turn into engineering scope rather than paperwork. Advanced authentication, detailed audit logging, defined retention, personnel screening for anyone with access, and controls on where data physically resides all become design decisions in the first release. Raise them at discovery. Retrofitting access controls into a system that already holds call content is materially more expensive than designing for them.
What happens if a source of additional data is slow or offline during a call?
The screen the telecommunicator is working must never wait for it. Timeouts, graceful degradation and a clear indication of which sources are missing are design decisions made before the first line of code, not defects fixed later. Ask any developer this question directly, because the answer tells you whether they have built for an emergency environment or a dashboard.

Demand a written specification with acceptance criteria before any fixed price, and check that their portfolio links to products that are actually live. Who owns the code when an agency builds my software?
You should, completely, through a written intellectual property assignment that transfers everything on final payment; without that clause, copyright stays with whoever wrote the code by default. Insist that the repository lives in your own GitHub organization from day one and that hosting, domains, and third-party accounts are registered to you.
