Two costs sit outside the quote and inside the project.

Contract archaeology. Somebody has to read the contracts. Modelling one template generation takes a rights person and a developer sitting together for days, and you have at least three generations plus whatever arrived with an acquisition. Firms price the software and assume the clause rules will be handed over as a document. They will not exist. Withholding tax and currency.
