The core holds the record. What it does badly is the edges, and the edges are what a citizen and a dealer actually touch.
Start with fee and tax calculation, because it is where the money errors live. Registration is priced by weight, vehicle class, fuel type, county and sometimes a city or transit district, with local option taxes, plate type surcharges, prorated periods and credits from a traded vehicle. Titling adds sales or use tax with credit for tax paid to another state, exemptions for gifts, inheritances and dealer transfers, and a penalty for late transfer. Your legislature adjusts several of those every session.
What goes wrong is not the common case. It is the effective date. A rate change effective on the first of the month, applied a day early to five hundred transactions, produces five hundred corrected notices plus refund interest, and you find out from a dealer association rather than from a report. Packaged fee tables handle rates. They handle versions and effective dates far less well, which is why a change that should be configuration becomes a quarter of vendor work.
Then the dealer channel. Most title work does not originate with a citizen, it originates with a dealer completing a sale, and the dealer experience decides how much rework lands at your counter. Temporary tag abuse is a channel design problem before it is an enforcement problem: when issuing a temporary tag is easy and completing the title application is hard, the incentive is obvious. A packaged dealer portal accepts a submission and rejects it three days later. A channel that validates at entry fails while the customer is still in the showroom, which is where the rework disappears.

How to decide in a week
Run the deflection log. For five business days, have every office record a single line each time a customer is told to come to the counter for something that was supposed to be available online, or is sent away and asked to return. Capture only the reason: insurance verification mismatch, outstanding obligation from another agency, identity proofing failure, missing document, prior state brand, lien release name mismatch.
Then count. In our experience three or four reasons account for most of the volume, and the list is different in every state, which is exactly why a generic roadmap item never fixes it.
