What the off the shelf products actually do well
Four twelve in the morning. Smoke is reported near the workshop on the 720 level and the control room operator needs one number: how many people are underground. The lamp room board says sixty three, timekeeping says sixty eight were rostered, the contractor supervisor thinks nine went down at half past three, and the tracking system installed in 2019 shows forty one because it never covered the stopes. That is the scene, and it is not caused by bad products.

Mobilaris in particular is strong at assembling a situational picture from mixed inputs. If you are sinking a new decline or funding a major expansion, buy one of those stacks whole. An integrated product with a roadmap beats an integration project, and a custom build in that situation reinvents infrastructure for no gain. The same applies at the small end: a single decline operation whose only requirement is statutory tag tracking has a genuinely simple problem and should buy the simple answer.
Where they stop: presence is evidence, not a flag
Here is the specific workflow the products model badly, and it is the only one that matters at four in the morning.
A tag board tells you who collected a lamp. It does not tell you who is still below at shift change, who went up for a break and never returned, or who is a visitor escorted by a supervisor who then went to a different level. It is a check in system, and check in systems fail in exactly the situation they exist for, because during an evacuation nobody updates the board.
Vendor systems replace the board with a screen, and the screen shows tags. The trouble is that your mine holds several position models at once. Leaky feeder gives zone presence along a cable. Wifi gives an access point association that may be a hundred metres from where the person stands. Ultra wideband gives metre level accuracy in the areas where somebody paid to install it. Vehicle telemetry gives a machine position that implies an operator position, unless the operator got out. Each of those arrived with its own vendor, its own model and its own screen, and each product assumes you are standardising on it.
What none of them does is treat presence as a derived state with a confidence level. A person is underground because a tag was read at the portal, was seen at a level reader forty minutes ago, has a rostered shift that has not ended, and has not been read at an exit. Each of those is evidence. The control room screen should show the derived count, the confidence, and specifically the people whose evidence is stale, because those are the ones a supervisor phones first. A single confident number the system cannot support is more dangerous than the tag board, because it invites a decision the data does not justify.
The second gap is the roster. Tracking says who was seen. The roster and the competency record say who should be there and whether they are qualified for that area. At most sites those two systems have never been introduced, and contractors make it worse because their crews are managed on a separate induction spreadsheet.
The arithmetic: per person licensing against a build
Tracking platforms license per tracked person per month, often with a separate charge per network node and a maintenance percentage on the hardware. Take the numbers from your own contract, and count contractors, because contractor headcount swings and vendors bill it either way.
Run it. At two hundred and fifty tracked persons and $12 a person per month you are at $36,000 a year, and no build competes with that. At one thousand four hundred tracked persons across three operations you are at roughly $201,600 a year, or a million across five years, and you still have three separate screens because each site standardised on a different vendor.
The crossover sits between seven hundred and one thousand tracked persons, and it moves down sharply on a single condition: two or more generations of tracking hardware underground with no fundable path to replacing them. A mine with a Becker leaky feeder from 2011, Newtrax tags on the loaders and a wifi network the information technology department owns is not a candidate for a clean stack. Ripping and replacing across forty kilometres of development is a capital project no board approves for a software benefit, so the honest question is what you build above what you already own.

How to decide in a week
Run this test rather than reading more vendor material. Time it to the second. Then compare that list against the lamp room, against timekeeping and against the contractor supervisor's count, and record every person who appears in one source and not another.
