Alternatives to a custom build: what PowerSchool and Infinite Campus do well
A registrar who has just spent August rebuilding a master schedule by hand is in no mood to hear this, but most schools should buy, and the reason is one thing the products do that is genuinely hard.
State reporting formats change. PowerSchool, Infinite Campus, Aeries and Skyward maintain extracts for the California Longitudinal Pupil Achievement Data System, the Texas Student Data System, the Pennsylvania Information Management System and their equivalents, and they update those extracts when the state changes a field, a code list or a submission window. That is unglamorous, continuous, expensive work, and buying it is usually the right decision.

Where they stop: admissions policy is data, and the product treats it as a form
The workflow that generic student information systems model badly in this sector is enrolment, and specifically the lottery.
Your board approved an admissions policy. It has sibling preference, possibly staff child preference, a geographic weighting, a tiebreak order and rules for how the waitlist moves when a seat opens. That policy differs per campus, changes by board vote, and has to be provable to an auditor or a parent who believes their child was passed over.
PowerSchool Enrollment and SchoolMint give you a form collector and a comma separated file. The policy stays in a coordinator's head and a spreadsheet. When someone asks which rules ran the lottery in a given year, the answer is a person's recollection. The second break is scheduling. Product schedulers were designed for a comprehensive high school with a fixed bell schedule and interchangeable rooms. They understand course requests and periods. They do not understand that dual enrolment sections must align with a community college calendar, that career and technical education pathways need afternoon laboratory blocks, that an inclusion model requires three named co teachers in specific sections, or that two teachers of the same subject cannot both occupy one room. The third is the instructional model itself. Competency based progression, rolling admissions, hybrid seats and multi age grouping are not grade levels with different labels. They are a different data model, and a product that stores a grade level as a field cannot represent a student who is on their fourth attempt at one competency and ahead on two others.
A fourth break shows up quietly and costs the most. Special education plans usually live in a separate state or vendor system, health records drift into a shared drive because the nurse could not get the fields she needed, and transportation sits in a spreadsheet. None of those are failures of the student information system exactly, but they mean the answer to a simple question, such as which students on a given bus route have a health plan, requires three exports and a person who knows how to join them. That person is your registrar, and the joining is most of what their week has become.
The arithmetic: per student licensing versus the cost to build
Both sides price per student, so compare them that way.
Take your annual licence plus every module you pay for separately, typically enrolment, the parent portal, the state reporting add on and any analytics tier. Divide by enrolment. That is your visible per student cost. Now add the invisible one: registrar hours spent on data entry that exists only because systems do not talk, the hours per reporting cycle spent reconciling attendance codes between what teachers clicked and what the state accepts, and the staff minutes per new family spent re keying what a parent already typed into a form.

How to decide in a week, ending with a specification you own
Run the reporting test rather than another demonstration.
Take your last state submission. Ask the person who prepared it to log every step, every export, every spreadsheet and every manual correction, with timings. Then ask a second person to reproduce one corrected record end to end and explain why it needed correcting. Most networks find that the corrections cluster in two or three places, and those places are the actual scope of a build.
Then run the lottery test. Ask your enrolment coordinator to prove, from systems alone, which policy version governed the most recent admissions round and to reconstruct one applicant's position in the ordering. If that takes more than an hour or requires a person's memory, note it, because it is the answer you will need if a parent ever formally challenges a placement.

Should a single campus school under 400 students build anything?

What is the difference between a student information system and a learning management system?
