We will say the unhelpful-to-us part first. Most districts should buy, and should keep buying. The build conversation in special education is almost never about the document. It is about everything the document sets in motion.
Where they stop: service minutes and the manifestation trigger
An IEP is a promise of specific service minutes, in a specific setting, delivered by a specific type of provider. Whether your district can keep that promise depends on caseloads, building assignments, travel between sites, bell schedules and how many speech language pathologists resigned in August. No packaged special education system joins those, because none of them holds provider capacity.
The consequence is arithmetic nobody performs. Sum the minutes owed by service type, building and week. Compare against provider availability net of travel and meeting time. In many districts the sum is not physically deliverable by the people employed, and the gap between minutes owed and minutes delivered accrues as compensatory education liability all year. In April the answer is compensatory services. In July it would have been a hiring decision.
The second gap is the manifestation determination trigger, and it is missed for structural reasons rather than careless ones. Once a student with a disability has been removed beyond the threshold constituting a change of placement, a manifestation determination review is required within ten school days, with functional behavioural assessment and behaviour intervention plan obligations following. The removal count lives in the discipline module of your student information system, entered by an assistant principal on a Friday afternoon who is thinking about a bus duty roster, not about IDEA. Your special education system does not watch that counter because it is not its data. So the trigger is missed most often for exactly the students whose files are most likely to be examined.
Third, the timeline itself. An evaluation deadline is not a date plus 60. It is a count in the unit your state defines, adjusted for breaks over a set length, paused by defined exceptions, restarted by a new consent. Packaged tools store a due date and show a due list. What a director needs is the forward view: which evaluations will breach if a meeting is not scheduled within nine days, grouped by building, while it can still be fixed. That view is what produces defensible Indicator 11 data instead of a reconstruction.
The arithmetic: per-student pricing against the cost to build
Special education platforms usually price per student with an IEP per year, sometimes per enrolled student, with an implementation and annual state form maintenance folded in. Take your renewal, add the staff time spent reconciling between systems, and divide by students with an IEP.
A worked example to replace with your own. Say your platform costs $14 per student with an IEP per year across 1,900 such students, so $26,600, and reconciliation between the special education system, the student information system and the Medicaid claiming file costs another half a position, call it $32,000. Total $58,600. Say a wrapper build lands at $110,000 with $19,000 a year to keep. Over three years the wrapper totals $148,000 against $175,800. The crossover in that example lands near 1,600 students with an IEP, and it is driven almost entirely by the reconciliation labour, not by the licence.
Full replacement is a different sum and a worse one. Because the vendor's real value is state form maintenance forever, replacement adds an annual obligation the licence was covering. That crossover sits above roughly 3,500 students with an IEP, and in practice it is education service agencies serving many districts, or the largest districts, who reach it.

- Scale economics. Reconciliation between your special education system, student information system and Medicaid claiming is measured in full time positions rather than hours. That is the crossover described above and it is about labour, not licences.
- A workflow that is your competitive advantage. For an education service agency serving many districts, the service delivery and claiming layer is the service you sell, and running it on a per district licence caps what you can offer. Districts do not compete, but agencies do.
- Integration sprawl across three or more systems. The student information system for enrolment, schedules and discipline counts, the IEP tool for documents, a therapy scheduling spreadsheet, the Medicaid intermediary's format, transportation routing, and increasingly an Ed-Fi data standard interface feeding a state warehouse. Each hop is a place a service minute goes unrecorded.

How to decide in a week: audit ten files
Pull ten closed special education files at random across three buildings, and give a compliance-minded person five days with them. For each file, recompute the evaluation timeline by hand using your state rule and your actual district calendar, including the irregular break your board approved in November. Then read each annual goal against the progress reports written for it and ask whether the data cited is the data the goal specified.
Two numbers come out. How many of the ten timelines were computed correctly, and how many progress narratives match their goal's stated measurement method. If both are nine or ten out of ten, your current tool and your process are working and you should not build. If timelines are fine but progress narratives are written from memory, the fix is data collection at the point of service, and that is a small, cheap first phase. If timelines themselves are wrong, that is a computation problem your vendor should be fixing under support, and it is a support conversation before it is a software project.
