What the off-the-shelf license compliance products actually do well

The audit clause in your 2011 master agreement gives you thirty or forty-five days to produce deployment data. That deadline is why this page exists, and it is also why the packaged tools deserve credit before criticism.

That is a large share of the companies reading this, and we would rather tell you now than after a proposal.

The build question in license compliance is narrow, specific and expensive to get wrong, and it starts where the catalogue ends.

Where they stop: the historic position nobody can reproduce

Ask your current tool a simple question. What was our effective license position for this database product on the fifteenth of March last year, and show the working. Almost every platform answers with today's number, because they are built as reporting systems rather than evidence systems. An auditor is asking about a period. You are answering about a moment that has already passed.

The failure has two parts. Your entitlements are stored as quantities rather than as effective dated records, so a metric that changed at a renewal has quietly overwritten the metric that applied during the period in question. And your deployment side has no topology history, so you cannot show which hosts belonged to which cluster before last summer's consolidation.

The consequence is specific. Where live migration is enabled, several publishers claim licensing must cover every host a workload could reach, not the hosts it ran on. Without cluster history you cannot rebut that, so you concede the widest possible boundary. VMware moving to per core subscription terms under Broadcom, and Oracle repricing Java under a per employee metric, both changed the arithmetic for estates that had not altered a single server. A per employee count is a population your install based discovery tool never looked at.

Then there is the join nobody owns. Licensable units are physical cores with a publisher core factor, named users with per processor minimums, concurrent sessions, devices, or employees including contractors. Discovery reports installations. Translating one into the other needs socket and core counts beneath each virtual machine, hyper-threading state, cluster membership, and which environments qualify as development or test. The hosts where that data is missing should raise exceptions rather than assumptions, and that exception list is precisely where audit findings originate.

The arithmetic: per-core pricing against the cost to build

Compliance platforms rarely price the way software asset management platforms do. Tiers commonly track the thing under management, meaning licensable cores, agreements modelled, or publisher modules enabled, and the implementation plus the consultancy days spent interpreting your contracts frequently exceeds the licence itself.

Do the sum with your own invoice. Add licence, implementation amortised over three years, and adviser days, then divide by licensable cores. Suppose that gives $38 per core per year across 3,200 cores, so about $122,000 annually. Suppose the entitlement and calculation layer you actually need lands at $130,000 with $24,000 a year to keep. Year one favours the platform. By month twenty the build is ahead, and the crossover in that example sits near 3,400 cores.

Change the denominator and the answer moves. Where a vendor prices by agreements modelled, the crossover is an agreement count, and it lands around four contested agreements, because the fourth bespoke contract is usually the one your vendor's generic reading gets wrong in your favour. Wrong in your favour is the dangerous direction, since nobody goes looking for it.

None of these figures decide the case on their own. One settlement demand plus back maintenance on a core based product can exceed both paths combined, which is why finance directors who ignore the subscription arithmetic still sign off the build.

Or your licensing exposure feeds a regulated operational risk register where an auditor wants a derivation, not a dashboard.
  • Scale economics. Per core or per agreement pricing has crossed the line above and keeps climbing while your estate consolidates onto fewer, denser hosts. Density works against you on every core based metric.
  • A workflow that is your competitive advantage. You negotiate renewals from your own numbers rather than the publisher's. Firms that walk into a renewal with a modelled position under two interpretations, and the evidence behind both, are negotiating. Firms without one are receiving a proposal.
  • Integration sprawl across three or more systems. Configuration Manager or Lansweeper for installs, vCenter for topology, the cloud account inventories for bring your own licence workloads, an identity provider for named users, and a human resources system for employee metrics. Each is a separate population with separate owners, and hand reconciliation across five of them is a permanent tax.
