They track that a request exists. They do not track what is responsive to it.

Search happens in your other systems and the results get dragged back by hand. Redaction happens in a separate product, often Veritone Redact or Axon's redaction tooling, which has no idea which request the file belongs to. So the withholding decision gets made in one tool, the citation gets typed into a spreadsheet afterwards, and the two drift apart immediately, because a summary written after the fact never matches a released document line for line.

Do this in an afternoon. Take last year's requests, but sort them by hours spent rather than by count. Nearly every office discovers that a small number of video requests consumed most of the year. That sorted list is the whole business case, and it is the number no vendor will produce for you.

Now the money. Request tracking products are usually priced as an annual subscription banded by population or request volume, so your real unit is cost per request. An office at 400 requests a year on a $18,000 subscription is paying $45 a request for the tracking layer alone, and doing every hour of fulfilment separately. Take the five largest requests you closed last year. For each, write down every system a staff member searched, every tool used to withhold something, and where the exemption citation was recorded. Then try to reconstruct, from what you actually stored, an itemised list of what was withheld and why. Time yourself doing it for one request.

If reconstruction takes more than an hour per request, and it usually takes a day, you have your answer, and it did not require a procurement. If it takes ten minutes because your paralegal is unusually disciplined, buy a tracker and protect that person's process instead.

Then run one demonstration with a real file rather than a vendor sample. Give every product and every developer twenty minutes of your own night-time foot pursuit footage and ask for review minutes per footage minute after automation, not detector accuracy. Accuracy against clean daylight video tells you nothing.
