Conflicts are layered: an official who lives in the town, whose child plays for the club, who officiated that team three weeks ago, who was involved in a contentious match last season. Crew composition matters, because a trainee needs a mentor and two trainees together is a failure waiting to happen.

Three further gaps show up in every association past a certain size. The arithmetic: why cost alone says buy, and what actually changes the answer

Run the efficiency comparison honestly and it points at buying almost everywhere. Say 400 registered officials at a quoted $12 per official per season is $4,800, two assignor stipends at $6,000 is $12,000, and your treasurer spends a fifth of the year on payment reconciliation, call it $8,000. That is $24,800 against 5,000 assignments, or roughly $4.96 an assignment.

On efficiency alone the crossover sits somewhere near 25,000 assignments a season, and very few single associations reach that.

So do the other sum, because it is the one that decides this. Count officials lost last season. Put a realistic figure on recruiting, registering, training, mentoring and equipping a replacement to the point of competence: for most associations that is several hundred dollars and a lot of volunteer hours. Wednesday, measure days from game to payment for every October fixture. Then call five officials who left last season and ask them why, without defending anything.
