The short answer

Neither, exactly. Keep the transportation management system for billing and accounting, and build only the margin layer it does not own: dimensioning into rating, linehaul planning, dock condition capture and shipment level costing. Under three terminals and roughly 600 shipments a day, skip the build entirely and put the capital into a dimensioner and a second breakbulk door.

Where the capital belongs before any software decision

A carrier running three or fewer terminals and under about 600 shipments a day should not be commissioning software. Billing, accounts receivable, the general ledger connection, driver payroll and standard tariff access through a rating service are commodity, they carry regulatory and rate maintenance a vendor absorbs, and rebuilding them wins you nothing a customer will ever see.

The specific thing we would talk you out of is replacing the transportation management system. It is a multi year migration with a poor completion record, and it consumes exactly the attention that should be going to margin. The system is not the problem. What it does not own is the problem.

One more caution on the buying side. A dimensioner without an integration is an expensive measuring device. If the plan is to buy the hardware and reconcile its output through a nightly file and a reweigh team, you have bought the truth and arranged not to hear it in time.

A test you can run at one terminal this week

Take yesterday's inbound freight at your busiest door. Pull the dimensioner records and compare each against the declared dimensions on the bill. Count how many differ enough to change the rate, then check how many of those produced a correction, and how long after delivery it went out. The gap between the first number and the second is your leak, expressed in shipments rather than opinions.

Then ask the linehaul manager to send you the plan for tonight, and ask him what he changed after four in the afternoon and why. Do that three nights running. If the plan he built and the trailer that left differ every night, the plan is a document rather than a decision.

Finally, count the shadow tools. An access database, a shared sheet with scripts, a messaging group where dock supervisors coordinate. Those are your requirements document, written by the people doing the work, for free.

How to choose, and what to lock down

Ask any developer to explain class rating against density based rating without help. If they cannot say why a pallet at a hundred and ninety pounds is a different animal from the same pallet at nine hundred, they will model your shipments wrong and you will discover it in month four. It is the fastest filter available.

Then ask what happens to a pro number when a shipment splits at breakbulk. The answer tells you whether they understand handling units, sub numbers and partial delivery, or whether they are about to learn.
